This documant established procedures for the governance of the UNC COASTAL LIBRARY CONSORTIUM. This document will be reviewed biennially by the Consortium Advisory Committee for adventageous changes. All changes will require unanimous consent of the CONSORTIUM COUNCIL. I. Founding members of the COASTAL LIBRARY CONSORTIUM are as follows: Fayetteville State University, The University of North Carolina at Pembroke, and the University of North Carolina Wilmington. II. New members must be approved by all members. III. Purpose of the COASTAL LIBRARY CONSORTIUM: To establish and maintain an efficient online, integrated library system for all members. To pursue other avenues of cooperation among members for the purpose of enhancing library programs and services provided for their users.

CONSORTIUM COUNCIL |
I. The CONSORTIUM COUNCIL will consist of the University Librarians/Directors of Library Services of the member institutions. In addition, the SYSTEMS ADMINISTRATOR who is the Associate University Librarian for Computing Services at the William Madison Randall Library (UNCW) will be an ex officio (non-voting) member. The chair will be elected by the membership and serve for a two-year period. II. The CONSORTIUM COUNCIL will direct the affairs of the UNC COASTAL LIBRARY CONSORTIUM and will decide all matters of official policy, subject to the concurrence of the CHIEF ACADEMIC OFFICERS of the three founding member institutions. The COUNCIL will meet as necessary. III. The CONSORTIUM COUNCIL will appoint ad hoc committees as required. Ad hoc committees will report to the CONSORTIUM COUNCIL. IV. Voting procedure of the CONSORTIUM COUNCIL will be as follows: One vote for each member institution.

CONSORTIUM ADVISORY COMMITTEE |
I. The CONSORTIUM ADVISORY COMMITTEE will consist of the systems librarian and two other librarians appointed by the University Librarians/Directors of Library Services. (It is recommended that each library appoint one librarian from the public services area and one librarian from the technical services area.) Each library may therefore have three staff members appointed to the CONSORTIUM ADVISORY COMMITTEE. II. The chair of the CONSORTIUM ADVISORY COMMITTEE will be elected by the members and will serve for a two-year period. III. The CONSORTIUM ADVISORY COMMITTEE will meet as necessary to further the efforts of the CONSORTIUM. There should be a minimum of two meetings each year.
